Enjoy your special week(: Presenting Your 2024 Hafa Events & GDOE Elementary Division Kickball Tournament Champions!(: 1/20/24 Congratulations to our coaches, Mr. Navarette, Ms. Madrazo, Mrs. Jasmin, and Mr. Gumataotao, as well as the team for capturing the Hafa Events/GDOE ED Kickball Tournament Championship by defeating Wettengel ES 9-0. The one day tournament was held at the SIFA field in Tiyan. After losing the first match of the day to JQ San Miguel ES (7-6), the team went on to win the next five matches over MU Lujan ES (11-0), Wettengel ES (1-0), Price ES (6-2), Talofofo ES (4-0), and Liguan ES (4-0) to propel them to the Championship match(: Congratulations to all the teams as well who made this tournament a memorable one for all their fans and fellow peers. Championship round victories over Talofofo ES (4-3) and Price ES (1-0) earlier in the day propelled the GUIHAN to finish off the tournament in 1st Place!!!(: Congratulations to all the teams as well who made this tournament a memorable one for all their fans and fellow peers. Victories over Maria Ulloa ES (9-2), D.L. Perez ES (10-2), and Talofofo ES (2-1) in the qualifiers enabled the team to reach the Elite 8. It was a fun filled day for our supporters, coaches, and student players who gained valuable experience in the name of sportsmanship and team play. Club took the opportunity to visit the PIC Guam on Saturday to learn about the hotel industry and its connection to our island community and tourism. PEER MEDIATION TRAINING!(: 5/8-9/23 A special "Thank You" to Mrs. Lillian Duenas and Ms. Kai Santos from Inafa' Maolek for training our 18 3rd/4th grade students to be peer mediators for SY 23-24. The two day training was a great opportunity for them to learn about the steps for mediation practices and how to handle conflicts. Students did role playing with each other as well to show their newly learned skills. "To Make Good" is the motto our peer mediators will go by in helping other peers interested in mediation for disputes/conflicts. More importantly, providing a safe place for all to talk it out!(: GO PEER MEDIATION!(: IMPORTANT ANNOUNCEMENT(: Positive Behavioral Interventions and Supports Program School Climate Survey: Families Greetings FES Parents/Guardians, The School Climate Survey: Families for SY 22-23 is a survey for the parents/guardians of our students here at Finegayan Elementary School. It will be used to identify school climate issues within our school community. The survey is anonymous and will be done online using the QR code below (use camera feature on smart phone as link will show). Also, you may use address link below if you are using a laptop or PC. The time frame to complete the survey is from April 17 through May 25, 2023. The data collected from the survey will be used to identify parent/guardian perceptions of school climate issues within our school. School staff use the results to inform our efforts at improving our school climate. Responses are housed securely in an anonymous format with the University of Oregon Technical Assistance Center projects for evaluation research purposes. FES SPECIAL ANNOUNCEMENTS for November/December 2022 Adai FES Parents/Guardians, Wishing you and your family a Happy and Safe Holiday season! **PATH Mifi: If your child is in need of a mifi to support learning, stop by the Main Office during the week of November 28 to December 2, 2022 from 8:30am-9:30am and complete the Providing Access to Homes (PATH) Student Application. Mifi devices will be distributed on a 1st come, 1st serve basis until we run out of devices. Applicants need to show proof of access to a qualified device (ei. personal Laptop/tablet or a GDOE issued laptop) AND ability to charge/recharge the mifi device. Bring an ID with the PATH completed application form attached. Forms are also available in the Main Office. **GPD Fade Away Kickball Tournament: FES Team Guihan will be participating in the GPD 3rd Annual Project U Choose to be Drug and Alcohol Free Kickball Tournament on December 10, 2022. Come down to the Guam Football Association Training Center in Harmon and support our student athletes. **December to Remember Holiday Program: Scheduled on December 16, 2022 at 8:45am. Under the directorship and support from Mr. Marc LaPlante, Visual and Performing Arts Program Teacher, the choir sang beautifully and left many smiles and lasting memories for their audience. Finegayan Elementary School is now accepting student registration for our ASPIRE program. FES ASPIRE program is offered at no cost to our students and is designed to close the learning and instructional gap caused by COVID-19 pandemic. FES ASPIRE after-school program will run from 3pm-5pm Monday to Thursday. It is tentatively scheduled to start on September 26, 2022. Dismissal transportation and after-school snacks will be the responsibility of the parents. Interested parents/guardians may complete the attached registration form and return it to their child's homeroom teacher no later than September 23, 2022. Parents/guardians will be notified if their child is selected to participate in our ASPIRE program. Selection is based on the AIMSWEB data (priority are students who scored in Tier 2 or Tier 3 and recommended by the child's homeroom teacher.) To our Nation’s Parents and Students:
I write first, as your new Secretary of Education, to acknowledge the extraordinarily challenging year you’ve endured. Between the health crisis, economic hardship, staunch national division, and the struggle to make progress in learning while apart from teachers and peers, the impact of the pandemic is still very real and will be felt for years to come.
And yet, you’ve kept going. As a parent of two who experienced these same concerns and uncertainties, and an educator who has been moved by the resilience of the students and families I’ve met, let me say: you deserve recognition and you have my deepest thanks.
Brighter days are ahead. We are making progress. More schools across the country are reopening for in-person learning, and they’re doing so with the help of clear, science-based guidance from experts in the field. The Department has released part one of a COVID-19 Handbook to help schools implement guidance from the Centers for Disease Control and Prevention, and we’re working on the second volume. Together, these guides will provide more evidence-based strategies for schools to minimize disruptions caused by school closures, especially for our most vulnerable students and communities and address the impact of COVID-19 on educational opportunity across communities.
The most pressing challenges we face aren’t new. Since I began teaching more than 20 years ago, opportunity gaps remain. There are still unacceptable disparities in high school graduation rates and higher education is still out of reach for too many students, including learners of color, those from low-income families, and those, as I was, who would be the first in their families to attend.
These inequities aren’t just holding our children back from achieving their full potential – they’re holding our nation back, too. We all benefit when our children have high-quality opportunities to develop their skills and build their knowledge – and then, share their gifts and talents with the world.
Our first priority is to return students to the classroom for in-person learning, but we know there’s more work to be done once we’ve achieved that goal. We’re also working toward building better career pathways, making college more affordable, ensuring all students have access to high quality schools with a balance of quality coursework that include the arts and sciences, supporting teacher quality and improving teacher diversity, ensure teachers receive the support and respect they need and deserve, expanding access to high-quality preschool, and supporting high-quality career and technical education.
President Biden’s plans are bold, but they match the urgency that the challenges before us demand. And as Secretary, I will always keep students and their success at the heart of the Department’s work.
We know that, given the right support, resources and opportunities, our potential is boundless. Despite our worries as parents, this year we’ve seen new proofs of our children’s ingenuity, optimism, and ability to overcome the toughest of circumstances.
If we all commit to approaching the remainder of this school year – and the years to come – with this same mindset of possibility, dedication, and innovation, we can and will make good on our promise to America’s students. As an educator and as a parent, I commit to safeguarding and advancing the dreams of your children, as I commit to the dreams of my own son and daughter.
Our nation’s students deserve – and they will get – our very best efforts, our most collaborative thinking, and our deepest belief in their abilities. Together, we can build a future of promise and opportunity that makes no exceptions.

For the fourth quarter of School Year 2020-2021, which begins March 12th, the Guam Department of Education (GDOE) is offering parents the opportunity to change their child’s current Model of Learning (MOL) to face-to-face instruction.
In response to the COVID-19 pandemic, the GDOE has offered three Models of Learning for SY 2020–2021, which include online, hard copy, and face-to-face instruction. These three MOLs have provided flexible options for families in order to accommodate the needs of their children. However, as the public health situation has improved for the island as a whole, GDOE is encouraging parents and students to consider a return to face-to-face instruction.
“We believe that face-to-face instruction is the best and most effective Model of Learning available,” said Superintendent Jon Fernandez. “We need students back in the classroom to be able to interact with teachers and with each other as part of the learning process. The online and hard copy options do not quite replace the academic and socioemotional benefits that come from having kids back in school. Over the past quarter, we have demonstrated that GDOE can safely handle the return of our students to the classroom, and we encourage more families to consider this option for fourth quarter.”
To enroll in face-to-face instruction, parents should contact their respective schools to register. Hard copy registration forms are available at the school sites and an online fillable PDF form may be downloaded at the following link: https://tinyurl.com/42xrx7ra. The online form may be emailed or physically submitted to your child’s respective school.
Enrollment will be dependent on each school’s overall capacity, and available slots will be filled on a “first come, first served” basis. Students enrolled in face-to-face instruction will then be assigned to a cohort and informed as to which days of the week to report to campus. Bus services will be available through the Department of Public Works for students reporting to school, and school breakfasts and lunches will be served in the cafeteria. Face-to-face students will still be able to participate in the Friday school meals distributions. Please note that schools will continue to follow the CDC’s COVID-19 Mitigation Guidelines and protocols for social distancing.
The deadline for enrolling students into face-to-face instruction for the fourth quarter is Thursday, March 11, 2021.

PARENTS/GUARDIANS ASKED TO SUBMIT
MODEL OF LEARNING REGISTRATION FORM BY JULY 10
In preparation for School Year (SY) 2020-2021, the Guam Department of Education (GDOE) is asking all parents/guardians to fill out the GDOE Model of Learning Registration Form to assist the GDOE as it plans the reopening of schools this fall. The form allows parents to select the model of instruction they would like their child to participate in during SY 2020-2021.
All parents/guardians are asked to complete this form and submit it to their child’s school by July 10, 2020, regardless of whether their child is a new or continuing student. Families will be asked to complete the form upon registration, and parents/guardians of continuing students who do not need to submit registration forms may also reach out to their child’s school directly to access and submit the Model of Learning Registration Form by the July 10 deadline. If parents/guardians do not submit this form, their child will automatically be enrolled in the traditional face-to-face instructional model.
Model of Learning Registration Form
Due to COVID-19 safety concerns, the GDOE is exploring three proposed models of instruction for SY 2020-2021. All three models will be offered, and parents may select which model their child will participate in. The Model of Learning Registration Form is being offered through the GDOE School Readiness Task Force, and aims to assess parental interest in enrolling students in one of the three following options:
- Home Learning Online Instruction (Online Learning): This model of instruction and attendance is 100% online home learning. Students attend classes online and are required to have a computer or tablet, and reliable internet access. Additionally, though not necessarily required, access to a printer and scanner is beneficial.
- Home Learning Hard Copies (Paper Based/Hard Copy Curriculum): This model of instruction and attendance is for students who would like to do 100% distance learning but do not have the equipment to support 100% online work. This would be a home learning model supported by a paper-based or hard copy based curriculum.
- Traditional (Face-to-Face): This model of instruction and attendance will be for students who will be participating in a blended model of face-to-face and distance (home) learning. Due to safety and physical distancing considerations, the District School Readiness Task Force has proposed using an A-B-C alternating schedule, where 1/3 of students attend classes on any given school day. The proposed A-B-C alternating schedule entails the following:
- Students are divided up into equally sized alphabetical cohorts (A, B, C).
- Cohorts will alternate days for physical attendance on campus.
- On days when students are not physically on campus, they will have assignments, projects or activities to complete and submit when they return. These assignments, projects, or activities can be provided and completed electronically or through hard copy depending on students' access to equipment and the internet.
- Alternating days will follow the same order and adjust accordingly for holidays.
Safety Guidelines
Parents/guardians should call ahead prior to visiting each school office and should schedule an appointment where possible in order to avoid crowding. All entering GDOE campuses are required to wear a mask, and visitors should report immediately to the main office where temperature screening will be conducted. Visitors may be asked to wait in their vehicles should doing so be necessary to enforce physical distancing guidelines.

Congratulations to our overall winner (Jerich Solomon, 5th grade) and runner up (Anela Payumo, 5th grade) as it took 8 rounds to complete the challenge.

Kudos to our WAVE Club advisors, Mrs. Canare and Mr. Nichols, and students for their participation at the tourism expo held at PIC. Over 500 WAVE Club students from different schools attended this annual event.
Student members learned the importance of Guam's tourism industry and focused on this year's theme: “You’re bigger than your village.” Also, they were encouraged to do something bigger than themselves by promoting Guam in positive ways.

Out of 33 schools represented by middle and elementary schools islandwide, FES fielded two teams in the intermediate division, the Mighty Guihans and the Flying Guihans. Overall, one of the teams finished 11th place(:

Kudos to Ms. Perez and the FES Student Council for their involvement with Salvation Army's Annual Bell Ringer and Red Kettle Campaigns at Micronesia Mall.
The campaigns focus on the kind monetary donations (whether a penny, quarter, or dollar) from residents shopping at major stores or malls on the island. The proceeds help provide family services, food, clothing, shelter, and other assistance to those in great need.
The signature "bell ringing" and red kettle for donations makes both campaigns very popular during the holiday season.

This program is dedicated to being the source of support and awareness for all youth as they navigate grief and heal from loss, whether from death, divorce, deployment, or other trauma.
Also, congratulations to Ms. Flores and Mr. Nichols for completing the STEM training focusing on robotics. Robotics is a branch of technology that deals with the making, programming, and designing of robots.

Great job to all our students who participated in this year's competition. Also, kudos to our 2019 Spelling Bee committee (Instruction Team- Mrs. Malinao, Mrs. Canare) for organizing this event, moderator (Mrs. Morrison), and judges (Mrs. Duenas, Mrs. Mendoza, Dr. Baleto).
Congratulations to our overall winner (Sebastian Purigay, 5th grade) and runner up (Joaquin Purigay, 4th grade) as it took 9 rounds to complete the challenge. The winning word was "trenchant." Brothers in arms indeed!
